The Digital Battlefield: How Technology Is Reshaping Conflict Across Africa

As drones, disinformation and digital surveillance become routine instruments of African conflicts, the continent's security and governance institutions face a widening gap between the pace of technological change and their capacity to manage it.

Introduction

Africa's conflicts are increasingly fought, financed, narrated and monitored through digital means. Commercially available drones now conduct reconnaissance and strikes in Sudan's civil war and the Sahel. Coordinated disinformation campaigns shape public perception of coups and counter-insurgency operations. Social media platforms have repeatedly served as accelerants of intercommunal violence, while governments increasingly treat internet access itself as a tool of control. At the same time, new technologies are strengthening early warning systems, civic documentation, and humanitarian response.

This convergence of conflict and technology is not unique to Africa, but the continent's particular combination of rapid mobile connectivity growth, weak digital governance frameworks, and active armed conflict makes it a consequential testing ground for how emerging technologies reshape the character of violence and the prospects for peace. This commentary examines the principal ways technology is altering African conflict dynamics, considers the regional and strategic implications, and outlines what policymakers and practitioners should be watching over the coming two years.

Context: A Continent Transformed by Connectivity

Mobile internet and smartphone penetration have expanded rapidly across Africa over the past decade, even as large rural and conflict-affected populations remain unconnected. This uneven but accelerating connectivity has transformed how political mobilisation, commerce, and information flow occur, including in fragile and conflict-affected states. Mobile money platforms have become central to humanitarian cash transfers and, in some contexts, to the financing of armed groups. Satellite communication services have given remote and conflict-affected populations, as well as armed actors, connectivity independent of state-controlled infrastructure.

At the same time, many African governments have invested in surveillance, censorship, and internet-control capabilities, often procured from foreign technology providers, with limited public oversight or legal safeguards. The result is a digital environment in which the same infrastructure that enables civic mobilisation, independent journalism, and early warning can equally be turned toward repression, manipulation, or battlefield advantage. Understanding African conflict today increasingly requires understanding this dual-use digital terrain.

The Democratisation of Aerial Warfare

Perhaps the most visible technological shift in African conflict has been the proliferation of unmanned aerial vehicles. State militaries in Ethiopia, Nigeria, and elsewhere have used armed drones, often procured from Turkish, Chinese, or Iranian suppliers, against insurgent and rebel targets. More striking has been the adaptation of commercially available quadcopters, originally designed for recreational or agricultural use, into reconnaissance and strike platforms by both state forces and non-state armed groups, including in Sudan's ongoing civil war.

This democratisation of aerial capability has several implications. It lowers the technical and financial threshold for actors to conduct precision strikes, surveillance, or harassment operations that were previously the preserve of well-resourced militaries. It complicates protection of civilians, since low-cost drones are difficult to detect and intercept with the air defence systems most African states possess. And it raises difficult questions of accountability, as the origin, operator, and chain of command behind a given strike can be genuinely unclear, particularly where private military contractors or loosely affiliated militia networks are involved.

Regional and continental bodies, including the African Union's Peace and Security Council, have only begun to grapple with the implications of this shift, and existing arms control and international humanitarian law frameworks were not designed with low-cost, widely available aerial systems in mind.

Information Operations and the Contest for Legitimacy

Coordinated disinformation has become a recurring feature of African political and security crises, particularly in contexts of military takeover or contested governance transition. Independent researchers and platform transparency reporting have repeatedly identified networks, some linked to foreign state or quasi-state actors, others domestically driven, that amplify narratives delegitimising Western partners, normalising military governance, or manufacturing the appearance of popular consent for incumbent or transitional authorities.

These campaigns rarely operate in isolation from kinetic conflict dynamics. In several Sahelian states, information operations have accompanied shifts in security partnerships, including the substitution of Western military cooperation with Russian-linked private security provision. In the Central African Republic, coordinated online activity has been associated with narratives supportive of Wagner-linked, now largely rebranded as Africa Corps, operations. The effect is to make the information environment itself a contested space in security transitions, rather than a neutral backdrop to them.

For policymakers, the challenge is that disinformation is genuinely difficult to counter without appearing to suppress legitimate political expression, a tension that authoritarian and democratic governments alike have at times exploited. Regional fact-checking networks, platform cooperation, and media literacy initiatives have shown some promise, but remain heavily under-resourced relative to the scale of coordinated information activity.

Social Media as Accelerant

Beyond organised information operations, the everyday dynamics of social media use have repeatedly intersected with intercommunal violence. In Ethiopia, Nigeria, Cameroon, and the Democratic Republic of Congo, researchers and civil society monitors have documented how hate speech and rumour, spreading rapidly through platforms with limited content moderation capacity in local languages, has contributed to the escalation of localised disputes into broader violence.

The underlying dynamic is structural rather than incidental. Major platforms have historically under-invested in content moderation capacity for African languages and contexts relative to their user bases in the region, leaving harmful content to circulate with limited intervention. Meanwhile, the speed and reach of social media compress the time available for community leaders, security forces, and mediators to intervene before localised tension escalates. This is not a uniquely African phenomenon, but the combination of rapid platform adoption, linguistic diversity, and under-resourced moderation infrastructure leaves the continent disproportionately exposed to this dynamic.

Connectivity as a Lever of Control

If connectivity can accelerate violence, its absence has increasingly been wielded deliberately by states as an instrument of control. Internet shutdowns, whether full network blackouts or targeted restrictions on social media and messaging platforms, have become a recurring feature of African governance during elections, protests, and security operations. Senegal's 2024 election period, alongside numerous other instances across the continent in recent years, saw periods of restricted connectivity that digital rights monitors have linked to efforts to limit mobilisation and the documentation of state conduct.

Such measures carry real economic and humanitarian costs, disrupting mobile money systems, healthcare coordination, and humanitarian operations that have come to depend on connectivity, while doing little to address the underlying grievances driving unrest. They also illustrate a broader pattern of digital authoritarianism, in which states invest in surveillance and network control capabilities with limited legislative oversight or judicial recourse for affected citizens. Regional human rights bodies and civil society networks have increasingly called for clearer continental norms governing the circumstances, if any, under which connectivity restrictions are permissible.

Technology in the Service of Peace

The same technological shifts that complicate conflict also offer genuine opportunities for prevention and response. Satellite imagery and remote sensing now allow researchers and humanitarian organisations to monitor displacement, environmental degradation, and even active hostilities in areas where ground access is restricted, as has been the case in parts of Sudan and eastern Democratic Republic of Congo. Crowdsourced and machine-assisted conflict event monitoring, building on data infrastructure pioneered by organisations such as the Armed Conflict Location and Event Data Project, has improved the timeliness and granularity of conflict tracking available to analysts and early warning systems.

Civic technology initiatives, including digital platforms for election observation, human rights documentation, and community-based early warning, have similarly expanded the evidence base available to mediators, regional bodies, and humanitarian actors. The opportunity and the risk identified throughout this commentary are, in this sense, two sides of the same technological transformation, and the difference often lies less in the technology itself than in the governance, accountability, and intent that shape its use.

Implications for Policymakers and Practitioners

Several considerations follow for the actors engaged in African peace and security. First, arms control and protection-of-civilians frameworks require updating to account for low-cost, widely available aerial systems, a task that will require coordination between the African Union, regional economic communities, and international partners, since unilateral national regulation alone is unlikely to be effective against cross-border proliferation.

Second, platform accountability deserves sustained attention. Technology companies operating across African markets face legitimate questions about whether content moderation, transparency reporting, and crisis-response investment are proportionate to their user bases and the demonstrated risks in fragile contexts. Third, digital rights and connectivity protections merit clearer regional norms, balancing legitimate state security interests against the humanitarian, economic, and civic costs of network restrictions. Finally, investment in African-led early warning, fact-checking, and civic technology capacity is likely to yield more sustainable resilience than externally driven interventions alone, given the importance of contextual and linguistic expertise in identifying and countering harmful content or emerging risk signals.

Looking Ahead

Over the next six to twenty-four months, several trends are likely to shape how technology continues to influence African conflict dynamics. The continued availability and falling cost of commercial drone technology will likely sustain or accelerate its adoption by both state and non-state actors, particularly in active conflict theatres such as Sudan and the Sahel, absent meaningful export controls or interdiction efforts. Generative artificial intelligence tools are likely to lower further the cost and technical barrier to producing convincing disinformation, including synthetic audio and video content, at a moment when many African media and fact-checking ecosystems remain under-resourced to respond.

Election cycles scheduled across several African states in the coming two years will offer recurring tests of whether connectivity restrictions, platform-amplified disinformation, and digital mobilisation tools shape electoral integrity and post-election stability. Meanwhile, continued investment in African early warning and civic technology capacity, including by regional bodies, research institutions, and development partners, will help determine whether the continent's digital transformation tilts, on balance, toward resilience or vulnerability. Much will depend on whether African and international policy frameworks can adapt at a pace closer to that of the technologies themselves.

Conclusion

Technology has not introduced new categories of conflict to Africa so much as it has changed the speed, scale, and accessibility with which long-standing dynamics, armed violence, political contestation, intercommunal tension, and state control, now unfold. Drones lower the barrier to lethal force; disinformation complicates the contest for legitimacy; social media can accelerate violence as readily as it enables mobilisation for peace; and the same connectivity that empowers civic life can be withdrawn as an instrument of control. None of these dynamics are deterministic, and technology itself remains neutral in its ultimate effects, which are shaped by governance, accountability, and political choice.

What is clear is that African conflict can no longer be adequately understood, monitored, or addressed without sustained attention to its digital dimensions. For policymakers, regional institutions, and practitioners, building the analytical, regulatory, and civic capacity to keep pace with this transformation should be regarded not as a peripheral concern but as a core component of contemporary peace and security strategy.
